とある町、星元市。
市内の獅子尾山には、異彩を放つ巨大な物体がそびえ立っている。「モノホーン」と名付けられたそれは、実は、16年前の事件当時から突き刺さったままの「怪獣の角」だった。
世界各地で怪獣が同時に出現した「K-DAY」と呼ばれるその事件以降、怪獣災害が日常化し、日本では地球防衛隊が武力で怪獣への対処を行う一方、怪獣防災科学調査所・通称「SKIP(スキップ/Scientific Kaiju Investigation and Prevention center)」は、怪獣災害の発生・甚大化を防ぐため、地域に密着して科学調査や避難誘導を行っている。
この「SKIP」が今も調査を続けている「モノホーン」は、「K-DAY」で出現した宇宙獣・モノゲロスの角。
獅子尾山で両親とキャンプ中にモノゲロスの襲来に出くわした当時７歳だった「ユウマ」は、奇跡的に無傷で生還したのを機に怪獣生物学研究の道に進む。辛い過去を持ちながら夢見る「想像の力」をなくさずに成長を遂げたユウマは新人調査員として「SKIP」への入所が決まり、星元市分所へと配属された。
だがそんな矢先、星元市に大規模な怪獣災害が発生。目の前にいる絶体絶命の人たちを「守りたい！」その強くまっすぐな想いが心の底から湧き出した瞬間、「ユウマ」の脳裏に幼い頃に見た光の使者「ルティオン」が語りかける。
「私は君であり、君は私だ…想像力を解き放て！
手の中に現れた神秘の光がユウマの身体を包み込むと、解き放たれた想像の力が光と人とをひとつに結び合わせ、未来を守る光の巨人「ウルトラマンアーク」へと変身！ 大切な仲間とともに、ユウマが、そしてウルトラマンアークが、絶やさぬ夢を追いかけていま走り始める！
