ウルトラマンアークに変身する本作の主人公。23歳。怪獣防災科学調査所・通称「SKIP」星元市分所の入所3ヶ月目の新米調査員。優しくまっすぐで、人のためと思えば周りがヒヤヒヤするほど後先を考えずに行動に出る性格。
幼少期のモノゲロスによる怪獣災害の辛い体験がきっかけで怪獣生物学を志し、同じ苦しみを持つ人々のために役立ちたいと「SKIP」に入所。豊富な怪獣知識と専用の怪獣探知機を駆使して調査を行う。
「走れ！ ユウマ！」が座右の銘。

SMA主催の俳優発掘オーディションに参加して現事務所に所属。九州大学在学中は福岡県を中心に活動し、2022年に制作されたNHKの地域発BSドラマで俳優デビュー。
同年、福岡県糸島市を舞台にした地域発の映画にも好演し、大学卒業後に東京で本格的に俳優業をスタート。
直後、テレビドラマやCMへと矢継ぎ早に抜擢され、ついに本作で主演の座を射止めた。大学時代に舞台照明の経験を持ち、趣味は写真撮影、照明器具を愛でること。意志の強い眼差しとまっすぐな性格は主人公そのもので、撮影開始時には設定年齢も同い年の新ヒーローを全力で演じる。

皆さん、初めまして！ 飛世ユウマを演じます、戸塚有輝です。
幼少期、怪獣やウルトラマンのフィギュアで遊んでいた頃の私にとって、地球とか宇宙は頭の中のイメージにだけ存在していました。
そして、そのイメージが全てでした。今再びそのイメージの世界に入れることは純粋に嬉しく、毎日が刺激的で、本当に夢のようです。
飛世ユウマも夢のような世界の中で想像の力を武器に戦い、様々な出会いを経て成長してゆきます。その過程を見届けて頂けたら幸いです。
『ウルトラマンアーク』と出会う世界中のすべての人の想いに、期待に、応えられればと強く思います。私自身はまだまだ未熟な人間ですが、アークと共に力強く走り抜けます！
1971年8月30日生まれ（52歳）大阪府出身。
元・歯科技工士という異色の経歴を持つ映画監督。夢を追いかけて仕事の傍らで映像作品の自主制作を手掛けると、数々の賞を受賞。独自のアクション演出スタイルが高く評価され2003年に商業監督としてデビュー。
映画・テレビドラマ・アニメなど多数の作品を手掛ける中、2011年『ウルトラゾーン』にて幼少期に夢中になった『ウルトラマン』『ウルトラセブン』『帰ってきたウルトラマン』を制作した円谷プロダクションの作品への参画が実現。
ニュージェネレーションウルトラマンシリーズでは2015年『ウルトラマンＸ』にてシリーズ初参加。怪獣愛・ミニチュア愛に富んだ演出でファンに定評のある辻本監督が初のメイン監督として本作を紡ぐ。
■辻本貴則監督コメント
私が初めてウルトラマンシリーズに参加してから今期で8作目。ついに、いよいよ、いやまさかの！？ メイン監督という大役を拝命いたしました。
思えば私は「怪獣好き」「ミニチュア好き」を公言しておりましたが、実はコレ、世を忍ぶ仮の姿であり、本当はただの「ウルトラヒーロー大好きっ子（満52歳）」なのであります。
本作のテーマは「想像するチカラ」。相手を思いやる想像力、夢を思い描く想像力、ヒーローになりたいと願う想像力……
この作品で「想像するチカラ」が持っているパワーや素晴らしさをぜひ感じ取っていただきたい。
そして私から溢れ出る「ウルトラヒーロー大好きシウム光線」も存分に浴びていただきたい、そんな思いでシュワッチ！！
1974年8月5日生まれ（49歳）秋田県出身。
日本大学芸術学部映画学科を卒業後、脚本家・監督としてデビュー。2011年『ウルトラゾーン』で円谷プロダクション作品に参加。
本作メイン監督の辻本監督とはこの時からの長い信頼関係を持つ。主に脚本家として多くの映画・テレビドラマを手掛けており、ニュージェネレーションウルトラマンシリーズには2020年『ウルトラマンＺ』から参加。前作『ウルトラマンブレーザー』まで毎年、辻本監督とタッグを組んでドラマ性の高いエピソードを贈り出している。
■継田淳さんコメント
本シリーズに初めて参加したのは『ウルトラマンＺ』第18話、辻本監督のお声がけがきっかけでした。このたびはシリーズ構成・メイン脚本という役目を賜り、大きな喜びと同時に身が引き締まる緊張を感じています。
私も御多分に洩れずウルトラと聞けばテレビにかじりつき、無数の怪獣人形に囲まれて子供時代を送ったひとりです。あれから数十年、月日が流れても変わらぬ想いとは何か、自問自答しながら筆を進めました。
遂に『ウルトラマンアーク』が走り出すいま、その姿を皆さんと共に刮目して見守りたいと思います。
